The Tampa Bay Rays have received permission from the MLB to explore playing games in both Tampa Bay and Montreal, per Jeff Passan of ESPN:

The Tampa Bay Rays received permission from Major League Baseball's executive council to explore a plan in which they would play early-season home games in the Tampa Bay area and the remainder of the year in Montreal, sources familiar with the situation told ESPN. - Jeff Passan

This comes after years of failure in attempting to build a new stadium, most recently this past December when a $892 million plan to build a stadium in Ybor City fell through. The Rays have one of the lowest payrolls in the league and the second lowest attendance.
